Best Free Expense Tracker Apps

GoodBudget, Toshl Finance, Wallet by BudgetBakers, Spendee, and Zoho Expense all have a genuinely usable free tier with published caps on accounts, wallets, or scans, while Expensorr's free plan carries no feature caps at all and only meters AI receipt scans and voice captures at 20 a month.

Key takeaways

  • GoodBudget's Free Forever plan gives you 10 regular envelopes, 10 annual or goal envelopes, one account, two synced devices, and one year of history — no bank connection exists on it at all.
  • Toshl Finance's free plan caps you at two financial accounts and two budgets, manual entry and file import only, with no bank sync until its separate paid Medici tier.
  • Zoho Expense's free plan covers up to three users, 20 AI-powered receipt scans per user a month, and 5 GB of receipt storage — the most complete free tier here if you'll ever add a second login.
  • Spendee's free Basic plan is capped at one wallet and one budget; unlimited wallets need the $1.99/mo Plus plan.
  • Expensorr has no free-tier cap on wallets, budgets, labels, splits, or currencies — every feature is free on every tier, and only AI receipt scans and voice captures are metered, at 20 a month.

A "free" expense tracker usually means one of two things: free with real limits you'll hit eventually, or free with a time bomb — a trial that quietly expects a card. The six apps below are neither. Each has an ongoing free tier with no credit card required, and the differences are in exactly what each one caps: accounts, envelopes, wallets, users, or AI scans.

Which free plan actually fits you

Which free plan fits your situation

What's the one thing you need the free tier to not cap?

GoodBudget 10 regular + 10 annual/goal envelopes, 1 account, 2 devices, 1 year of history None on Free; optional, US banks only, on Premium $10/mo or $80/yr Envelope budgeting, manual-first
Toshl Finance 2 accounts, 2 budgets, manual entry and file import None on Free or Pro; only the top Medici tier adds it Not published on Toshl's own site — shown in the app Manual tracking with real exchange rates
Wallet by BudgetBakers Manual tracking (no numeric caps published) None on Free; Premium connects 15,000+ institutions Not published on BudgetBakers' own site — shown in the app Manual now, bank sync later
Spendee 1 wallet, 1 budget Spendee's own pages disagree on which tier includes it — confirm in the app before assuming either way $1.99/mo or $14.99/yr (Plus); $5.99/mo or $35.99/yr (Premium) Shared, multi-currency wallets
Zoho Expense Up to 3 users, 20 AI scans/user/mo, 5 GB storage None published as a free- or paid-tier feature Standard and Premium, price shown on Zoho's own pricing page (renders per region — check before subscribing) Small teams with an approver
Expensorr No caps on wallets, budgets, labels, splits, or currencies; 20 AI captures/mo metered Never, at any tier None — free stays free Personal records, AI capture with no bank feed

GoodBudget, free forever if envelopes are the method

GoodBudget's billing page confirms the Free plan as 10 regular envelopes, 10 annual or goal envelopes, one account, two synced devices, and one year of transaction history — with debt tracking included and no bank feature anywhere on it. There's no trial clock here: the plan is explicitly ongoing. Premium, at $10 a month or $80 a year, removes every cap and adds optional US bank sync you switch on yourself.

If envelope budgeting is genuinely your method rather than receipt capture, GoodBudget's free tier is the better long-term fit than Expensorr's — it's purpose-built for allocating a paycheck across categories in a way Expensorr's wallets and budgets don't attempt to replicate. PocketGuard alternatives covers GoodBudget alongside other budgeting-first apps.

Toshl Finance, manual and metered by account count

Toshl's pricing page confirms the Free plan at two financial accounts and two budgets, with entries added manually or imported from CSV, OFX, QFX, and similar formats — no bank connection on Free, and none on the mid-tier Pro plan either. Only the top Medici tier turns on automatic bank sync. Toshl doesn't publish subscription prices on its own site; the page loads a figure based on your location, so check what's shown to you rather than trusting a number quoted elsewhere.

Two accounts is a real ceiling the moment you're tracking a personal account and a business one side by side — past that, you're either merging accounts or paying for Pro.

Wallet by BudgetBakers, uncapped in writing, unmeasured in practice

BudgetBakers' product page says the free tier is "for users who prefer manual tracking," without publishing a numeric limit on accounts, categories, or budgets anywhere on the site. Premium's headline feature is connecting more than 15,000 banking institutions, and its price isn't published either — both appear only inside the app, and pricing varies by region.

An unpublished limit isn't the same as no limit, so budget for the app to eventually ask you to upgrade even if nothing on its marketing page says when.

Spendee, one wallet until you pay

Spendee's pricing page confirms the free Basic plan is capped at one wallet and one budget. Plus, at $1.99 a month or $14.99 a year, removes that cap and adds shared wallets; Premium, at $5.99 a month or $35.99 a year, adds more on top. One wallet is enough for a single account, but the moment you want to separate cash from a card, or personal from business, Basic won't hold both without merging them into the same running total.

Zoho Expense, the most complete free tier if you're not solo

Zoho's pricing page confirms the Free plan covers up to three users, with 20 AI-powered receipt scans per user a month and 5 GB of receipt storage included. Multi-currency expenses and mobile mileage tracking are part of the free plan too. The Standard and Premium tiers raise the scan allowance and add corporate card feeds and approvals; Zoho's own pricing page renders its exact number per region through your browser rather than as static text, so check the figure shown to you before quoting one from elsewhere.

If you'll ever add a second free login — a partner, a bookkeeper, an assistant — Zoho Expense's free plan does more at zero cost than any single-user tier on this page, Expensorr included: three people each get their own 20 scans a month, where Expensorr's allowance is per account, not per collaborator. Zoho Expense alternatives covers the wider comparison, including where its approval-shaped workflow doesn't suit a solo user.

Expensorr, no caps except the AI meter

Every feature in Expensorr — wallets, budgets, labels, splits and settlements, recurring transactions, all 75 supported currencies, and spreadsheet import from CSV, XLSX, or XLS — is free on every tier, with no numeric limit on any of them. The only metered resource is AI receipt scanning and voice capture, at 20 a month on the free plan; the paid tier lifts that allowance and changes nothing else. Expense tracking for freelancers covers the day-to-day routine this supports, and free alternatives to paid expense trackers covers the wider field of apps competing on price alone.

What "free" doesn't mean on any of these

What to check before trusting a "free forever" claim
  • Does the free tier have a published numeric cap, or an unpublished one?GoodBudget, Toshl, Spendee, and Zoho publish exact numbers; Wallet by BudgetBakers doesn't
  • Does upgrading ever add a bank connection you didn't ask for?GoodBudget Premium and Wallet Premium both make it an optional setting, not a default
  • Is the cap on accounts, users, or a metered feature like AI scans? The limit that matters is whichever one you'll actually hit first

None of these apps are interchangeable just because each has a free plan. GoodBudget's and Toshl's caps sit on accounts and envelopes because that's the whole product; Zoho's and Expensorr's sit on AI scans because extraction has a real processing cost behind it. Expensorr also has no bank-connection feature at any tier, doesn't file taxes or calculate deductions, and has no team accounts — your accountant or tax software still does the filing regardless of which app holds the records.

Choosing in one line

Pick GoodBudget if envelope budgeting is the method and free-forever with no bank feature matters more than receipt capture; pick Toshl Finance if manual tracking with real exchange-rate history fits two accounts; pick Wallet by BudgetBakers if you want the option of bank sync later without switching apps; pick Spendee if one wallet is genuinely enough for now; pick Zoho Expense if a second free user changes the math; and pick Expensorr if you want every feature uncapped and only AI capture metered. Best expense tracker apps for freelancers covers the wider field if price isn't your only deciding factor.

Prices and limits change often — verify on the vendor's own page, or inside the app where a price isn't published, before you commit to one.

Frequently asked questions

What is the best completely free expense tracker app?

It depends what 'free' needs to cover. GoodBudget's Free Forever plan suits envelope budgeting with no time limit. Toshl Finance suits manual tracking with real exchange-rate history. Zoho Expense's free plan is the most complete if you might add a second user. Expensorr is the only one here with no numeric cap on any feature besides AI captures, which are metered at 20 a month on every plan.

Do any of these free plans expire or require a credit card?

None of the six require a card to start. GoodBudget's Free plan is explicitly free forever, not a trial. Toshl, Spendee, and Wallet by BudgetBakers' free tiers are also ongoing, not time-limited. Zoho Expense's free plan stays free as long as you're under three users. Expensorr's free plan has no expiry either — it resets its 20-a-month AI allowance monthly rather than counting down toward an upgrade.

Which free expense tracker has the fewest limits?

By feature count, Expensorr — every feature, including unlimited wallets, budgets, labels, splits, and all 75 supported currencies, is free on every tier, with only AI receipt scans and voice captures metered at 20 a month. By raw account or user count, Zoho Expense's free plan (three users) covers more people at zero cost than any single-user free tier here.

Is a free plan with a bank connection safer to use than one without?

Not automatically, and it isn't the question a free-tier comparison answers by itself. None of the six free plans here require a bank connection, though GoodBudget's and Wallet's paid tiers add one as an optional upgrade. If avoiding bank sync entirely, even on a paid plan, is the actual requirement, see our wider [best expense apps without a bank connection](/compare/best-expense-apps-without-bank-connection) roundup.

Why do some free plans cap accounts or wallets and others cap AI scans instead?

It follows from what the app actually does. GoodBudget, Toshl, and Spendee are built around manual entry, so their free-tier limits sit on the number of envelopes, accounts, or wallets you can hold. Expensorr and Zoho Expense both offer AI receipt extraction, which costs the vendor a processing fee per scan, so that's the metered resource instead — everything else on Expensorr's free plan stays uncapped.

Track expenses without the data entry

Every Expensorr feature is free, including unlimited wallets, budgets, labels, splits, and 75 currencies. The free plan includes 20 AI receipt scans or voice captures a month. Pro lifts that limit for $4.99 a month or $39.99 a year and changes nothing else.
